<br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />On March 15,2005, Council awarded the contract to the lowest bidder, Pacific Underground <br />Service. The project, as described below, has since been completed and is ready for <br />acceptance. The area affected by this project is located at a ground elevation that is between <br />two water pressure zones maintained by the City. Although originally served by the Lower <br />Zone, water pressures at the points of service were marginal, resulting in customer <br />complaints. The next higher pressure zone for water service, the "Bonde Zone" was available <br />at Vineyard Avenue. Tying directly into the low-pressure area would have resulted in too high <br />of a water pressure for the existing infrastructure in place. Therefore, water pressures were <br />reduced to acceptable ranges with the construction of two pressure reducing stations. <br />BUDGET <br />The fmal project budget and expenditures summary is presented as follows: <br />Funding <br />Water Expansion Fund CIP No. 001026 $165,000 <br />Total Approved Funding $165,000 <br />Expenditures <br />Original Construction Contract $134,283 <br />Net Construction Change Orders (9) $ 10,544 <br />Geotechnical Services $ 4,976 <br />Miscellaneous Expenses $ 2,039 <br />Total Expenditures $ 151,842 <br />Approved Funding $ 165,000 <br />Project Fund Balance $ 13,158 <br />Change orders were a result of unforeseen field conditions and mismarked utility locations. <br />The amount expended for change orders, $10,544, was less than the amount of project <br />contingency authorized by the City Council when the project was awarded ($20,149).
