Honorable Mayor and Members of the City Council:
BACKGROUND
On March 15,2005, Council awarded the contract to the lowest bidder, Pacific Underground
Service. The project, as described below, has since been completed and is ready for
acceptance. The area affected by this project is located at a ground elevation that is between
two water pressure zones maintained by the City. Although originally served by the Lower
Zone, water pressures at the points of service were marginal, resulting in customer
complaints. The next higher pressure zone for water service, the "Bonde Zone" was available
at Vineyard Avenue. Tying directly into the low-pressure area would have resulted in too high
of a water pressure for the existing infrastructure in place. Therefore, water pressures were
reduced to acceptable ranges with the construction of two pressure reducing stations.
BUDGET
The fmal project budget and expenditures summary is presented as follows:
Funding
Water Expansion Fund CIP No. 001026 $165,000
Total Approved Funding $165,000
Expenditures
Original Construction Contract $134,283
Net Construction Change Orders (9) $ 10,544
Geotechnical Services $ 4,976
Miscellaneous Expenses $ 2,039
Total Expenditures $ 151,842
Approved Funding $ 165,000
Project Fund Balance $ 13,158
Change orders were a result of unforeseen field conditions and mismarked utility locations.
The amount expended for change orders, $10,544, was less than the amount of project
contingency authorized by the City Council when the project was awarded ($20,149). It is
recommended that the remaining balance of $13,158 be returned to the Water Expansion
Fund.
SR:05: 315
Page 2 of3
- ----,-----
