<br />principles in that buildable lots are not being created that would otherwise need/use the <br />infrastructure funded by the fees. <br />RECOMMENDATION <br />Staff recommends that the Financing Program be amended as follows: <br />Financing Program #7: Except as provided below, for subdivision of Lots creating new <br />buildable lots, Specific Plan fees shall be paid for all lots allocated to the Lot at the time the first <br />final subdivision map for that Lot is filed for City approval. <br />Exception: For subdivision of Lots that are designated in part Hillside Residential, Specific Plan <br />fees for the buildable lots within the Hillside Residential portion of the Lot shall be paid only for <br />those buildable lots created by the final subdivision map; provided, however, that ifby reason of <br />the map, in conjunction with prior maps if any within the Hillside Residential portion of the Lot, <br />more than half of the new buildable lots allocated to the Lot will be created, then the Specific <br />Plan fees for all lots allocated to the Lot shall be paid when the map is filed for City approval. <br />Financing Program #8: For Lots that have an existing residential unit, and except as provided <br />in Financing Program #7, the Specific Plan fees for all lots allocated to the Lot shall be paid <br />when the first subdivision map is filed for City approval or when the existing residential unit <br />connects to the shared infrastructure improvements, whichever is earlier. The Specific Plan fees <br />for existing residential units are for shared infrastructure improvements only as set forth in Table <br />2; the property owner is responsible for on site water/sewer laterals and all connection fees.
