<br /> / <br /> 4K <br /> ) <br /> pLEASANTONc City Council <br /> Staff Report <br /> November 15, 2005 <br /> Planning Department <br /> Law Department <br /> SUBJECT: AMENDMENT TO THE VINEYARD AVENUE CORRIDOR <br /> SPECIFIC PLAN SHARED INFRASTRUCTURE FINANCING <br /> PROGRAM <br /> STAFF RECOMMENDATION: <br /> Adopt a resolution amending Financing Program #'s 7 and 8 (a) to allow a <br /> property owner/developer of certain lots within the Vineyard Avenue <br /> Corridor Specific Plan area to pay, under certain circumstances, Specific <br /> Plan fees for just the buildable lots; and (b) to clarify when Specific Plan <br /> fees will be paid by property owners with an existing residence who <br /> subdivide or with a vacant lot who want to obtain a building permit for a <br /> single residence. <br /> SUMMARY: Generally under the Vineyard Avenue Corridor Specific Plan Shared <br /> Infrastructure Financing Program, specific plan fees are to be paid at the <br /> time of the first final map for each "Lot" as defined in the Plan, even if the <br /> entire Lot is not being subdivided. Certain "Lots" however are designated <br /> "Hillside Residential, Low Density Residential, and Open Space" or <br /> "Hillside Residential and Open Space". With respect to the Hillside/Low <br /> Density/Open Space Lots, a property owner may want to develop the Low <br /> Density Residential portion at a different time than the Hillside Residential <br /> portion. As to the Hillside/Open Space Lots, a property owner may want to <br /> file a parcel map creating fewer than the number of lots allowed under the <br /> Specific Plan. Under the existing Financing Program in either scenario the <br /> property owner must pay all the Specific Plan fees for the proposed number <br /> of buildable lots on the owner's Lot even though no buildable lots, or not <br /> the entire number of buildable lots allowed under the Specific Plan, would <br /> initially be created. This proposed amendment would do a number of <br /> things: It would allow a property owner with a Hillside/Low Density <br /> Residential/Open Space designated Lot to pay the Specific Plan fees when <br /> a parcel or final map is approved on that portion designated Low Density <br /> SR 05:322 <br /> Page 1 <br /> , <br />
