Conclusion
The City normally requires that property annex to the City in order to receive City utility
services; however, this parcel is not contiguous to the City Limit boundary and would require
annexation of other parcels if annexation of this parcel were to occur. The Sandoval parcel is
contiguous to the City Limit boundary line, however, this parcel is only 0.26 acres and LAFCo
discourages armexing in small "piece meal" annexations.
At this time, in order to resolve any potential public health hazard at the dwelling at 354 Virginia
Way, staff recommends that the City Council authorize the sewer connection of Mr. Sandoval's
existing residence with an agreement to annex at some future date as part of a larger armexation
area.
FISCAL IMPACT
The property owner would be required to pay all costs associated with the installation of sewer
and water main laterals including a pro-rata share of sewer main, City connection fees, permits
and fees required by the City and County, and LAFCo fees.
Respectfully Submitted,
li7)L-
Rob Wilson Nelson Fialho
Director of Public Works City Manager
Attachments: Vicinity Map (Exhibit A)
Preannexation Agreement (Exhibit B)
Letter from Sandoval (Exhibit C)
SR:05:32l
Page 3 of3
---~._-
