Honorable Mayor and Members of the City Council:
BACKGROUND
On October 14, 2004, the City Council awarded the contract to the lowest bidder, McGuire &
Hester. The project, as described below, has since been completed and is ready for
acceptance.
The realigmnent of Vineyard Avenue, from the Ruby Hill Fire Station to Pietronave Lane,
was established conceptually in the Vineyard Corridor Specific Plan, adopted by the City
Council in 1999. The realigmnent of Vineyard Avenue and construction of other necessary
core infrastructure, such as water and sewer facilities, provide for the development of
properties included within the 384 acre Vineyard Corridor Specific Plan area.
Part of the core infrastructure identified in the Vineyard Corridor Specific Plan, is the
construction of a sanitary sewer main within Vineyard Avenue from Bernal Avenue to a point
easterly of Clara Lane, and upgrading the existing deficient sewer mains to allow sanitary
sewage pumped from the new sanitary sewer lift station serving the Vineyard Avenue
Corridor Specific Plan area to flow by gravity to the existing trunk sewer on Bernal Avenue.
The existing sanitary sewer facilities that serve a portion of the Vineyard Corridor area are
inadequate to support the entire Vineyard Corridor area development. Currently, a small
portion of this area is served by an 8-inch sanitary sewer main that runs behind the mobile
home park that fronts on Vineyard Avenue along the top of the bank of the Arroyo del Valle.
Previous studies have indicated that this sewer main does not have sufficient capacity to handle
the entire Specific Plan area. Therefore, the completed project provides for a new lO-inch
sanitary sewer main within the street right-of-way of Vineyard Avenue with adequate capacity
to serve the Vineyard Corridor.
BUDGET
The ftnal project budget and expenditures summary is presented as follows:
Funding
Sewer Expansion Fund CIP No. 032056 $1,500,000
Total Approved Funding $1,500,000
SR:05: 316
Page 2 of3
-- _ -""---_-.
