<br /> 48 <br />- III !!I <br />pLEASANTONo City Council <br /> Staff Report <br /> November 15, 2005 <br /> Public Warks Department <br />SUBJECT: INITIATION OF ANNEXATION/DETACHMENT PROCEEDINGS <br /> FOR ANNEXATION NO. 148 (VINEYARD AVENUE) <br />STAFF RECOMMENDATION: <br /> Staff recommends that the City Council take the following action at the <br /> meeting of November 15,2005: <br /> 1. Adopt a resolution to initiate the annexation of approximately 11.18 <br /> acres to the City and the detachment of6.91 acres from the City. <br /> 2. Adopt a resolution agreeing to the exchange of property tax revenue <br /> under the standard property tax exchange formula. <br />SUMMARY: In the early 1990's, the City annexed a number of properties along the <br /> Vineyard Avenue Corridor, as well as the Ruby Hill subdivision property. <br /> One of those properties was a 30-acre parcel owned by Lonestar Properties. <br /> In 1999, the City adopted the Vineyard Avenue Corridor Specific Plan. One <br /> of the key elements of the Plan was the realignment of Vineyard Avenue <br /> along the Arroyo del Valle. The realigned Vineyard Avenue is now <br /> complete and is currently in use. Certain portions of the road right of way, <br /> however, are still in the County and need to be annexed. In addition, a small <br /> portion of property currently within the City that lies outside the road right <br /> of way, is not needed for right of way purposes and should be detached from <br /> the City. Also, about seven acres of property owned by Lonestar, located <br /> north of the realigned Vineyard Avenue, will not be developed as part of the <br /> Specific Plan and, under the development agreement between the City and <br /> Lonestar, the City has agreed to initiate proceedings to return the status of <br /> that acreage to an unincorporated area. Similarly, about 3.5 acres of <br /> property owned by Centex Homes lies south of the realigned Vineyard <br /> Avenue, will be developed (with vineyards) as part of the Centex <br /> development, and therefore is to be annexed to the City. <br />SR:05:292 <br />Page I of5 <br />
