In addition, it <br /> serves as a cornerstone to <br /> Downtown events and maintains <br /> the City commitment to veterans <br /> associations. <br />Priority 5. Communitv Enhancement <br />Kottinger Creek Restoration $978,4 I 7 Yes This project would enhance <br /> portions of Kottinger Park that <br /> would be of benefit to the <br /> surrounding neighborhood. <br />Because the example is not inclusive, includes currently funded projects that have been planned <br />and significantly funded and has fewer projects than the Council is asked to review during a <br />typical CIP process, staff anticipates that subcategories may be necessary to fully address this <br />need. While not fully developed for this report, subcategories could be based on readiness of <br />projects, As an example, subcategories could be based on the current status of a project <br />including being construction ready; final development stage; planning stage and concept stage. <br />Status related to City Council priorities could also come into play with the subcategories. If the <br />Council approves the category system in this report, staff intends to include some level of <br />subcategories to further refine the priority process. In addition, staff anticipates a modification <br />in the CIP development process that allows for identification of project priorities early in the <br />process. <br />Funding Modifications <br />In addition to establishing policy to identify the highest priority CIP projects, the Council has <br />expressed interest in reducing the number of funded reserve in favor of providing maximum <br />SR:05:312 <br />Page 6 <br />
