The Phase II development program shall have <br /> sufficient guaranteed sewage treatment and disposal capacity to accommodate its build-out <br /> consistent with the Phase II Plan's anticipated development rate. <br /> Storm Drainal!e Manal!ement Obiective <br /> TO PROTECT WATER RESOURCES FROM DEGREDA nON CAUSED BY POLLUTANTS <br /> AND TO MINIMIZE THE EFFECTS OF STORM WATER RUNOFF FROM THE <br /> PLANNING AREA. <br /> Storm Drainage Policy 1: Water Quality Protection. Protect water resources by preventing <br /> non-point source pollutant discharges. <br /> Guidelines: <br /> 1.1 Best Management Practices should be implemented for the control of non-point source <br /> pollutants. <br /> 1.2 A water quality management plan should be prepared for all sufficient turf and agricultural <br /> site specific development areas that includes standards for the use and storage of fertilizer, <br /> herbicides and other chemicals. <br /> 1.3 A hydro-modification plan should be prepared to provide enough on-site storm water <br /> detention capacity to ensure that post development discharge does not exceed pre- <br /> development discharge. <br /> Storm Drainage Policy 2: Flood Control. Minimize the effects of downstream flooding as a <br /> result of the increased impervious surface created by Plan Area development and protect the <br /> Planning Area from flooding. <br /> Guidelines: <br /> 2.1 Utilize the Phase I storm water detention basins to detain the increase in post-development <br /> peak runoff from both Phases I and II Specific Plan development of the site resulting from a <br /> 100-year storm event. <br /> 2.2 Coordinate with the Zone 7 Water Agency on storm water release patterns to meet regional <br /> flood control objectives. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 43 <br />
