<br />2.2 Phase the construction of Pleasant on Avenue to provide adequate ingress, egress and <br /> emergency access to serve the traffic circulation needs of the Planning Area as it develops. <br />Circulation System Policy 3: Traffic Calming Strategies. Utilize traffic calming strategies to <br />slow the speed ofthrough traffic, enhance pedestrian safety, and create a pleasurable streetscape <br />environment. <br /> Guidelines: <br />3.1 Pleasanton Avenue should be designed with relatively short segments interrupted by <br /> roundabouts, intersection pedestrian refuge medians, and curves. The purpose of these <br /> interruptions is to reduce traffic speeds normally associated with longer, straight stretches <br /> of road. <br />3.2 Utilize roundabouts (Figure 5-3) as a means of reducing traffic speeds while facilitating <br /> circulation movements. Roundabouts are not intended to be people-oriented places, but <br /> simply attractive traffic control devices. Roundabouts will be subject to further design <br /> review and consideration of safety and sight visibility issues. <br />Circulation System Policy 4: Trails and Bikeway Systems. Include trails and bikeways in <br />Phase II projects as shown in Figure 5-4, with off-site linkages as shown on the Community <br />Trails Master Plan. <br /> Guidelines: <br />4.1 The south side of Bernal Avenue between Oak Vista Way and Pleasanton Avenue should <br /> be widened to accommodate a six-foot wide bikeway. <br />4.2 Pleasanton Avenue, south of Bernal Avenue, should be improved with on street bikeways <br /> and an off street trail. <br />4.3 Phase II should include regional trails within the Arroyo de la Laguna setback, and along the <br /> drainage channel adjacent to the UPRR Railroad right-of-way as shown on Figure 5-4. <br />4.4 A pedestrianlbicycle tunnel designed to meet maximum safety and security standards should <br /> be considered for construction under 1-680 to link both sides of the Bernal Property open <br /> space areas. <br />Circulation System Policy 5: Trail and Bikeway Standards. Develop trails and bikeways that <br />are safe, well marked and constructed to meet the City's design standards. <br /> Guidelines: <br />5.1 Standards for trials and bikeways should be those contained in the City's Community Trails <br /> Master Plan, as may be amended from time-to-time. <br />Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 38 <br />
