<br /> 2 <br /> EXECUTIVE SUMMARY <br /> PLANNING CONTEXT <br /> The Phase II Specific Plan Area represents one of Pleasant on's few remaining large acreage <br /> vacant sites. Its location at the southern entry to the City and its close proximity to historic <br /> Downtown Pleasanton make it one of the most highly visible sites in the Tri-Valley. Future <br /> development of this City-owned site, therefore, represents a very important opportunity and <br /> challenge. <br /> The overall planning vision for the Phase II Area is one of an open space/Grand Park-like setting <br /> within which a variety of public and quasi-public uses and facilities are to be carefully integrated. <br /> Future uses are to reflect the heritage of the Valley and meet the ever changing needs and values <br /> of the community for generations to come. Development is to represent the best of design and <br /> sustainability techniques. <br /> This Phase II Specific Plan refines the City's General Plan guidance for the site and supplements <br /> the Phase I Specific Plan with regard to the 3l8-acre public land area of the Bernal Property. <br /> Policy guidance is provided to facilitate the development of a range of public and quasi-public <br /> uses, and a comprehensive public planning process is outlined for identifYing, prioritizing, <br /> planning, and reviewing all future development projects. <br /> The City envisions the planning of this site as an opportunity to build upon the Neo-traditional <br /> planning concept established in the Phase I Specific Plan. "Neo-traditional" is a term that <br /> describes a planning approach that recalls the "livable" urban development patterns of the early <br /> 1900's. The Phase II Specific Plan reflects this philosophy and expands it by introducing the <br /> "Grand Park" planning concept to the 3l8-acre City-owned land. <br /> PLANNING OBJECTIVES <br /> The Illustrative Site Plan (Figure 3-2) conceptually illustrates the open space/park-like setting in <br /> which future public and quasi-public uses are to be integrated. In addition, a variety of planning <br /> objectives, policies and guidelines are included in the following chapters that are intended to <br /> implement this concept.
