The <br /> Advisory Board is not recommending any modifications to the district <br /> boundaries or to the method of levying the assessment for 2006. The budget <br /> and the assessment levy will be set for a November 15, 2005 public hearing. <br /> Honorable Mayor and Members of the City Council: <br /> BACKGROUND <br /> The Parking and Business Improvement Area Law of 1989 (Streets & Highways Code 36350, <br /> et seq.) requires the City Council to approve a three-step process in order to levy the annual <br /> assessment for the PDA Business Improvement District. At the October 4, 2005 City Council <br /> meeting, an advisory board was appointed to prepare the annual PDA report and budget for <br /> 2006.
