<br />R3 will target materials which comprise the largest portion of the City's commercial waste <br />stream; <br />Public Agency Recycling - Data will be collected from public agency staff including potential <br />construction and asphalt and organic materials; approved CIWMB weight conversions will be <br />used to account for allowable diversion amounts; in-house recycling tonnages (e.g. schools, <br />special events, public recycling receptacles) will be identified and included; <br />Source Reduction - Collection and analysis of grass cycling activities; local and regional thrift <br />store operators; public agency practices, such as double-sided copying. <br />Recyclers/Materials Handlers - R3 will obtain California redemption materials tonnage data, <br />drop-off and buyback center tonnages; transformation facilities, biomass facilities, Alternative <br />Daily Cover data, restricted and special waste data and other materials handlers' data. <br />Disposal Documentation - R3 will review the previous years' reports for accuracy. <br />Reports and Base Year Modification Form - R3 will prepare a Draft Base year Reports based <br />on the above stated tasks for submittal to the City for review and discussion. After review, R3 <br />will prepare the Final Base Year Report for submittal to the CIWMB, including a meeting with <br />the representatives. R3 will also assist the City in preparing the Base Year Modification Form <br />and application for modification, as required by the CIWMB. <br />It is anticipated that the study will be completed and application submitted by late January 2006. <br />Staff recommends that the City Council authorize the City Manager to execute a contract with R3 <br />Consulting Group, Inc. in the amount of $45,000 to provide review and analysis for a new base <br />year study and application. Staff will provide the City Council with updates on the process, and <br />the Council will have the opportunity to review the report prior to submittal of the application to <br />the CIWMB. <br />FISCAL IMPACT <br />The cost of the proposed contract with R3 is not to exceed $45,000.
