TO CONDUCT A <br /> NEW BASE YEAR STUDY FOR RECYCLING AND SOLID WASTE <br /> DIVERSION PROGRAMS <br />STAFF RECOMMENDATION: <br /> That the City Council authorizes the City Manager to execute a contract <br /> with R3 Consulting Group, Inc. to conduct an analysis of recycling and solid <br /> waste programs to create a new base year, in order to meet the 50 percent <br /> diversion requirements of AB939. <br />SUMMARY AB939 required cities and counties to use 1990 as a "base year" and that <br /> they attempt to account for all waste generated in this base year. Alameda <br /> County contracted with a fum on behalf of the City to conduct the base year <br /> planning process. The City has experienced significant growth and changes <br /> since the original study. As a result, the City has not been able to report <br /> more than a 48 percent diversion rate, based on the 1990 study data. Staff <br /> recommends contracting with R3 Consulting Group to conduct a new base <br /> year study. This study will provide updated information to more accurately <br /> calculate the diversion rate, as well as provide information on ways the City <br /> may further its recycling and solid waste efforts. The study will include <br /> City staff, PGS staff, and representatives from the California Integrated <br /> Waste Management Board (CIWMB). <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />Pleasanton Garbage Service (PGS) has an exclusive franchise agreement with the City of <br />Pleasanton to collect, transport, and dispose of refuse produced and accumulated within the <br />SR:05:288 <br />
