'I 48 '- - pLEASANTONo City Council Staff Report November 1, 2005 Public Works Department SUBJECT: INITIATION OF ANNEXATION/DETACHMENT PROCEEDINGS FOR ANNEXATION NO. 148 (VINEYARD AVENUE) STAFF RECOMMENDATION: Staff recommends that the City Council take the following action at the meeting of November 1, 2005: 1. Adopt a resolution to initiate the annexation of approximately 11.18 acres to the City and the detachment of6.91 acres from the City. 2. Adopt a resolution agreeing to the exchange of property tax revenue under the standard property tax exchange formula. SUMMARY: In the early 1990's, the City annexed a number of properties along the Vineyard Avenue Corridor, as well as the Ruby Hill subdivision property. One of those properties was a 30-acre parcel owned by Lonestar Properties. In 1999, the City adopted the Vineyard Avenue Corridor Specific Plan. One of the key elements of the Plan was the realignment of Vineyard Avenue along the Arroyo del Valle. The realigned Vineyard Avenue is now complete and is currently in use. Certain portions of the road right of way, however, are still in the County and need to be annexed. In addition, a small portion of property currently within the City that lies outside the road right of way, is not needed for right of way purposes and should be detached from the City. Also, about seven acres of property owned by Lonestar, located north of the realigned Vineyard A venue, will not be developed as part of the Specific Plan, and under the development agreement between the City and Lonestar, the City has agreed to initiate proceedings to return the status of that acreage to an unincorporated area.. Similarly, about 3.5 acres of property owned by Centex Homes lies south of the realigned Vineyard A venue, will be developed (with vineyards) as part of the Centex development, and therefore is to be annexed to the City.
