PROCESS The proposed Specific Plan will require a General Plan change to the Land Use Element text and map and, most likely, to the Circulation Element. Allowing the Specific Plan to move forward on a parallel track with the General Plan Update will enable the project sponsors to formulate their proposal and to prepare the Specific Plan while receiving public input and "checking in" periodically with staff, the Planning Commission, and the City Council to refine the Plan. It is anticipated that this process will allow the Specific Plan to be analyzed in the General Plan EIR, and if the Specific Plan receives City support, the necessary General Plan changes for Hacienda can be incorporated in the General Plan update. Staff and the project proponents request confirmation of this process. NEXT STEPS With the feedback provided by the City Council and Planning Commission, the consultant team will prepare draft land use alternatives for the five key opportunity sites in Hacienda. These draft concepts will then be discussed with the key stakeholders and subsequently presented to the public at a community workshop. Feedback from the stakeholders, the public, and City staff will then be used to select a Preferred Plan and refine the alternatives prior to bringing them back to the Planning Commission and City Council in a workshop setting. RECOMMENDATION 1. Receive information and a presentation from consultant team. 2. Provide feedback regarding: changes in land use, the transit-oriented development concept, residential development numbers, affordable housing, new urban design, mode split and trip capture assumptions, and community participation. 3.
