<br />PROCESS <br />The proposed Specific Plan will require a General Plan change to the Land Use Element text <br />and map and, most likely, to the Circulation Element. Allowing the Specific Plan to move <br />forward on a parallel track with the General Plan Update will enable the project sponsors to <br />formulate their proposal and to prepare the Specific Plan while receiving public input and <br />"checking in" periodically with staff, the Planning Commission, and the City Council to <br />refine the Plan. It is anticipated that this process will allow the Specific Plan to be analyzed <br />in the General Plan EIR, and if the Specific Plan receives City support, the necessary <br />General Plan changes for Hacienda can be incorporated in the General Plan update. Staff <br />and the project proponents request confirmation of this process. <br />NEXT STEPS <br />With the feedback provided by the City Council and Planning Commission, the consultant <br />team will prepare draft land use alternatives for the five key opportunity sites in Hacienda. <br />These draft concepts will then be discussed with the key stakeholders and subsequently <br />presented to the public at a community workshop. Feedback from the stakeholders, the <br />public, and City staff will then be used to select a Preferred Plan and refine the alternatives <br />prior to bringing them back to the Planning Commission and City Council in a workshop <br />setting. <br />RECOMMENDATION <br />1. Receive information and a presentation from consultant team. <br />2. Provide feedback regarding: changes in land use, the transit-oriented development <br />concept, residential development numbers, affordable housing, new urban design, <br />mode split and trip capture assumptions, and community participation. <br />3.
