<br />1. Reaffirm contractual commitment to provide aesthetically acceptable water and to <br /> blend Zone Ts different water sources within its operational capabilities to <br /> provide approximately equal quality water to each of the retailers. <br />2. Support the water quality projects in Zone Ts four-page brochure entitled "Water <br /> Quality Projects 2005-2015, December 2004". <br />3. Support and cooperate with development and implementation of the Salt <br /> Management Program. <br />4. Program and Project recommendations must not result in any degradation of the <br /> existing delivered water quality for east side retailers. <br />5. Each liaison committee (Pleasanton-Zone 7; Pleasanton-DSRSD and DSRSD- <br /> Zone 7) will receive a common staff report from the managers of each agency <br /> every six months on the status of the various efforts called for within these Policy <br /> Principles; those liaison committees may call for separate or combined liaison <br /> meetings to discuss the status reports. <br />Operational Principles <br />1. Examine Zone 7 and retailer operating practices over time (summer to winter, day <br /> to day and at individual turnouts to the retailers), at both present and future <br /> facilities, that could be feasibly optimized to improve, and to better equalize <br /> delivered water quality. <br />2. Establish operations guidelines for Zone 7 wells, that without compromising <br /> overall system reliability, would be consistent with the goals of delivering <br /> aesthetically acceptable water to retailers' turnouts, and improving and, to the <br /> extent possible, equalizing delivered water quality. <br />3. Study operational capacities of water treatment plants and transmission facilities <br /> to maximize deliveries of treated surface water to retailer turnouts. <br />4. Examine the practical extent to which wells with demineralization capabilities can <br /> be preferentially operated before wells without demineralization capabilities, , <br /> without compromising overall water system reliability. <br />Facilities Principles <br />1. Implement all projects in the 4 page Water Quality brochure on the schedule <br /> shown to the maximum extent possible among which are projects that will <br /> improve the hardness, taste and odor of water delivered to the west side retailers. <br />2. Identify and evaluate the potential effectiveness and feasibility of constructing <br /> new facilities (pipelines, pumping facilities etc.) to minimize variations in <br /> Page 3 of 4 <br /> August 1, 2005 <br />
