<br /> POLICY PRINCIPLES <br /> For <br /> ZONE 7 WATER QUALITY PROGRAM <br /> Related to <br /> IMPLEMENTATION PLAN UPDATE <br /> In ilie areas of <br /> GENERAL POLICIES <br /> OPERATIONS <br /> FACILITIES <br /> EDUCATION <br /> FUNDING <br />INTENT <br />The intent of these Policy Principles is to document the mutual expectations of the policy <br />makers in ilie Tri-Valley related to the updating and implementation of Zone 7 Water <br />Quality Program and the role of the Retailers in the updating of that program. <br />ZONE 7 WATER QUALITY PROGRAM <br />Zone 7 Water Quality Policy, Goals, and Targets, adopted by the Zone 7 Board of <br />Directors in 2003, were developed after extensive discussions with, and in cooperation <br />with, local retail water Contractors, including the California Water Service Company, the <br />Cities of Livermore and Pleasanton, and the Dublin San Ramon Services District, and <br />other interested stakeholders. The adopted Water Quality Policy expressly required that <br />the Water Quality Program Implementation Plan be reviewed and updated at a minimum <br />of every two years to reflect any emerging water quality issues and/or oilier relevant <br />regulatory and/or technology development, and that, as feasible, any plan updates be <br />incorporated into the annual updates ofthe Zone 7 Capital Improvement Plan. Zone 7 <br />staff began work on the initial update to the adopted 2003 Implementation Plan in March <br />2005. <br />Opinion surveys conducted by Zone 7, the City of Pleasant on, and the Dublin San Ramon <br />Services District show that a substantial number of customers desire feasible <br />improvements to the quality of their water supply. <br />The following is a brief description of the preliminary Work Plan for the Water Quality <br />Policy and Implementation Plan Update and the anticipated schedule. <br />Phase I: <br />Zone 7 staff will prepare an informational item to be presented to the Zone 7 Board of <br />Directors in September, 2005 which will consist of a technical water quality report card. <br />This Phase I Report Card will include graphical presentations of the status of each <br />constituent of concern in relation to the Water Quality Targets, which were specified in <br />the 2003 Zone 7 Water Quality Policy and Implementation Plan, at Retail Contractors' <br /> Page 1 of 4 <br /> August I, 2005 <br />
