<br /> In July of 2001, City Council approved the design and construction of two <br /> roundabouts on Vineyard Avenue adjacent to the Neal School site. Staffs <br /> analysis indicated that the roundabouts would improve emergency access <br /> along the corridor, as a traffic signal would have backed up traffic beyond <br /> the Fire Station driveways during the morning peak commute and school <br /> traffic period, and roundabouts would not. Roundabouts would also act to <br /> slow traffic adjacent to the school. <br /> This report summarizes the City's experience to-date with these traffic <br /> control and traffic calming measures, along with plans for additional <br /> traffic controls at the multi-purpose trail crossing, and a review of the <br /> roundabouts and alternative traffic control measures near the Neal School <br /> site. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />In the fall of 1998, the City of Pleasanton received numerous letters and telephone calls <br />regarding Vineyard Avenue east of Bernal Avenue. Residents in the area expressed concerns <br />about increased noise and volume of traffic on Vineyard Avenue, as well as an increase in <br />"cut-through" traffic and speeds on adjacent residential streets. Much of the concern was <br />voiced through the Vineyard Corridor EIR process. <br />In June of 1999, the Council approved the Vineyard Avenue Corridor Specific Plan and <br />directed staff to initiate the City's Neighborhood Traffic Calming Program for the residential <br />neighborhoods to the west of the Plan area. The Council indicated that the program should <br />also be expanded to consider possible improvements to Vineyard Avenue between Bernal <br />Avenue and Montevino Drive in order to reduce the impacts to Vineyard Avenue traffic on <br />nearby residents. <br />Staff implemented the Traffic Calming Program and held the initial public meeting on <br />Tuesday, September 9, 1999. On July 11,2000, City Council approved the following eleven <br />traffic calming measures: <br />1. Installation of entry and median islands on Montevino Drive. <br />2. Installation of entry and median islands on Crestablanca Drive. <br />3. Modification of the Vineyard Avenue at Montevino Drive intersection to <br /> increase capacity. <br />4. Modification of the Bernal A venue at Tawny Drive 1 Vineyard A venue striping. <br />5. Conversion of Sauterne Way to a southbound one-way street. <br />SR:05:293 <br />Page 2 of 8 <br />
