<br /> /' <br /> 41 <br /> '- <br />pLEASANTONc City Council <br /> Staff Report <br /> October 18, 2005 <br /> Fire Department <br />SUBJECT: EMERGENCY RESPONSE MANAGEMENT NETWORK DATA <br /> SHARING AGREEMENT <br />STAFF RECOMMENDATION: <br /> 1. Authorize the City Manager to execute the attached Data Sharing <br /> Agreement to enable Pleasanton to be a "Participant" in the Emergency <br /> Response Management Network (ERMN); and <br /> 2. Authorize the City Manager to execute other geographic information <br /> system (GIS) data sharing license (and related) agreements. <br />SUMMARY: The State Office of Emergency Services and the State Department of <br /> Transportation are sponsoring an emergency response management <br /> network project, funded by the Federal Department of Homeland Security. <br /> This project would help manage public safety response activities during <br /> emergency situations by making available to emergency responders--but for <br /> viewing purposes only--a participating member's GIS data so that there is a <br /> common operational picture of an emergency situation. This project would <br /> allow first responders, local emergency operation centers and the State <br /> Office of Emergency Services to view a common operating picture of <br /> incident operations; . . the safety and communication of <br /> lmprovmg <br /> information during emergency incidents. Pleasanton would continue to <br /> own its GIS data and other entities, including the State, that would view the <br /> data but could not use it otherwise. In addition, the City has already <br /> entered into two data sharing agreements, one with a number of other <br /> public agencies and the other with the Hacienda Business Park Owners <br /> Association (subject to a number of restrictions as to access toluse of the <br /> data), and it is likely that the City will be asked to enter into similar <br /> agreements in the future. Rather than bring each one of these to Council <br /> for approval, staff is requesting the City Manager be authorized to sign <br /> such future agreements. <br />SR:05:291 <br />Page I of3 <br />
