1. At the end of each six-month neriod, the Secretary of the Commission shall <br />re~ort the attendance, record of each member of the CommiSSion tO the ciw <br />manaier, who shall transmit t~ ~eord to the .Citv Council. <br /> <br />~ The ciW manaeer shall notify, in writina, any commissioner xvho has been <br />absent from one-third or more of the reeular meetines during the course of a six- <br />month ~eriod and reuuast that the commissioner submit, in writing, tothe City <br />Council the reasons for the absences: <br /> <br />3. The City Council shall de'~ermine if the commissioner's reasons for the absence.g <br />were Justified. If'the Ciw Council determines that the reasons for the failure of the <br />member to attend the megtings in question were not justified, the city council shall <br />terminate the term of office of the commissioner and declare the office vacant. <br /> <br />4.
