<br />complaints have been received after approval of these facilities. In addition, the Planning <br />Commission added a condition that requires a meeting between City representatives, the <br />neighbors, and the applicants be held every 45 days of the first year of operation to discuss <br />traffic, parking, and noise issues. Instead, staff proposes a condition requiring a review of the <br />large family daycare six months after the start of operations. The latter is a typical condition of <br />approval placed on use permits that provides a degree of balance between monitoring and <br />addressing adverse impacts to the neighborhood, and conserving staff resources, as well as the <br />time and energy of Pleasant on residents. Furthermore, since a neighborhood facilitation process <br />was already conducted to encourage agreement on the size of the facility, staff has deleted the <br />condition that the Planning Commission added on that issue. Finally, staff has added a <br />condition which would require the City's Traffic Committee to consider ways to improve traffic <br />safety and reduce speeds in and around Paseo Navarro. <br />CONCLUSION <br />The City has approved several large family home daycares in residential areas throughout <br />Pleasanton. Experience has shown that most daycare facilities do not fundamentally alter the <br />nature of the underlying residential uses. Drop-off and pick-up times tend to be staggered, <br />thereby reducing traffic and parking impacts, and noise tends to be minimal. The Suttons <br />provide children with a traditional home setting that is conducive to healthy and safe <br />development. Staff believes that the applicant's home is an appropriate location to provide a <br />large family home daycare that both complies with the requirements of the Pleasanton <br />Municipal Code and State law and is consistent with the policies of the General Plan. <br />Staff understands and respects the concerns of the neighborhood in terms of traffic and safety. <br />Allowing up to six more children will bring more traffic into the neighborhood, and the <br />neighbors have reported excessive speeds and unsafe driving procedures associated with drop- <br />off and pick-up of daycare children. However, staff believes that allowing six additional <br />children will constitute a minor, incremental traffic increase, especially considering that some of <br />the children are and would likely continue to be siblings and that the schedule is staggered so <br />that not all parents arrive at the same time. Furthermore, the Police Department has observed <br />the situation and was unable to document traffic violations or excessive traffic. While this does <br />not mean that such situations do not occur, staff and the Planning Commission were unable to <br />find that the traffic issue was so significant that the use permit should be denied on that basis. <br />The applicants have made efforts to educate their customers concerning respectful driving and <br />parking practices and are addressing a community need for daycare services.
