landscaping, and the determination of the final lane configuration of Vineyard Avenue west of
Montevino Drive be re-evaluated after all of the major roadway projects mentioned in this
report are completed and new traffic patterns are established.
FISCAL IMPACTS
The Vineyard Corridor Neighborhood Traffic Calming budget has $34,000 remaining to
install the two median islands. Staff recommends this money be used to restripe Vineyard
Avenue to create the pedestrian refuge island, improve left turn egress at Touriga Drive and
reduce westbound traffic speeds. This funding should also be adequate for the design of the
traffic signal at Montevino Drive.
The Capital Improvement Budget for Fiscal Year 2002/03 includes $521,957 in General Fund
money for roadway widening in conjunction with the construction of a traffic signal on Sunol
Boulevard at the 1-680 southbound off ramp. This location only meets one signal warrant and
has had only two collisions in the last five years. Staff is recommending that the expenditure
of these funds be reprioritized such that up to $150,000 of this funding is utilized to construct
the traffic signal at Montevino Drive this year. Developer traffic impact fees cannot fund this
work, as the intersection of Vineyard A venue at Montevino Drive was not included in the
Traffic Signal Master Plan.
Monthly maintenance and energy costs for a new traffic signal are under $500. There would
also be an annual increase in contributions to the traffic signal replacement fund of several
thousand dollars per year if the City Council approves the recommended action in this report.
Respectfully Submitted,
Rob Wilson Deborah Acosta
Director of Public Works City Manager
Rev9/22/2005 9:02 AM
X:\ADMIN\PGGS\Council2005\MEETINGl00405\SR 05276 AttachmentI.doc
Page 16
