<br /> but residents are still very concerned about pedestrian safety crossing Vineyard A venue which <br /> is 84 feet wide in this area. <br /> Staff recommends not making any permanent traffic control, median or striping changes at this <br /> intersection until the roadway projects at Bernal Avenue and Vineyard Avenue, Stanley <br /> Boulevard at Bernal/Valley, Bernal Avenue at Tawny/Vineyard, Vineyard Avenue at Ruby <br /> Hill Boulevard, Vineyard Avenue at Montevino Drive and the Vineyard Avenue realignment <br /> are completed. The completion of these projects and the outcome of ongoing City discussions <br /> with regard to the use of traffic signals to meter inbound City gateway traffic may reduce the <br /> need for significant additional calming measures along Vineyard A venue between Bernal <br /> A venue and Montevino Drive. <br /> As an interim measure, staff recommends that westbound Vineyard Avenue be restriped to <br /> proved a single westbound through lane plus left turn pockets and a bike lane from Montevino <br /> Drive to Touriga Drive. This striping plan would create a pedestrian refuge area for the west <br /> crosswalk at this intersection and help Touriga Draive traffic turn left onto Vineyard Avenue <br /> using an improved acceleration lane per the following diagram. <br /> Computer simulations indicate that the second westbound through lane is not necessary to <br /> maintain LOS D or better conditions. This striping change should reduce westbound traffic <br /> speeds and associated traffic noise and should improve traffic circulation at this intersection. <br /> There is a bus stop on the north side of the intersection just west of Touriga Drive and this <br /> striping should improve pedestrian access to this facility. The east crosswalk at this <br /> intersection would be removed as there are more pedestrian verses vehicle conflicts in the east <br /> crosswalk area compared to the western crosswalk. Staff has also found that vehicles <br /> routinely park in the bike lanes on both sides of Vineyard Avenue. These bike lanes are not <br /> wide enough to accommodate both parked cars and bicycle traffic.
