<br />The original funding plan was revised with the intention that the De Silva group fund and build <br />the new bridge, and be reimbursed for half of the costs with the development of the SFWD <br />property. A reimbursement agreement was to have been modified to have the SFWD property <br />developers increase their share of the total cost of the bridge. The reimbursement agreement was <br />never modified. Instead, during negotiations with the development of the SFWD property, a <br />condition of development was created requiring the developers of the SFWD property to fund <br />half the cost of the new bridge, capped by a maximum contribution of $700,000. A condition of <br />the tentative parcel map for the SFWD property allowed the $700,000 to also be used for <br />improvements installed on Bernal Avenue, subsequently reducing the contribution to the bridge <br />to $500,000. <br /> <br />The capping of the contribution and subsequent reduction of the funding to $500,000 has placed <br />the City in the position of making up the difference between $500,000 and the cost for half of the <br />bridge. For example, the De Silva Group received a bid for construction of the bridge in 2003 in <br />the amount of $1,800,000, which would make the De Silva Group's 50% share, $900,000. <br />However, with a remaining reimbursement of $500,000 from the SFWD property, the De Silva <br />Group's cost to complete the bridge would be $1,300,000. The De Silva Group would ask the <br />City to reimburse the difference between their 50% share of $900,000 and $1,300,000, or <br />$400,000. The City has budgeted this amount with the adoption of the Capital Improvement <br />Program earlier this year. <br /> <br />Next Steps: After the selection of a design alternative for the bridge, the consultant working for <br />the De Silva Group will complete the preparation of the construction plans. The De Silva Group <br />will then proceed to receive bids for the construction of the bridge. After the bids have been <br />opened, The De Silva Group will decide on whether to proceed with the construction of the <br />bridge, or proceed in a different direction. Should the De Silva Group decide to proceed, a <br />reimbursement agreement will be entered into between the City and the De Silva Group and <br />construction started. Construction could begin as early as Spring, 2006. <br /> <br />FISCAL IMPACT <br /> <br />The fiscal impact to the City for the construction of the new bridge will be determined at a later <br />date when construction bids for the bridge are received.
