PUBLIC HEARINGS AND OTHER MATTERS
A. Request by Planning Commission for Comments Regarding Six Unit Multi-
Family Residential Project Proposed by Ron and Kim Winter at 520 St. John
Street
Chairperson Stark stated that public hearing items such as this are typically handed over
to staff for presentation to the Commission; however, he indicated that for the public
record and the Commission, he noted that this is a Housing Commission meeting and that
item was referred by the Planning Commission for the Housing Commission's
consideration and comments. He requested that discussion be confined to issues within
the Housing Commission's purview. He also noted that Donna Decker, Principal
Planner, is present to respond to any land use, design, and specific non housing matters.
He then referred the item to Scott Erickson, Housing Specialist, to present the project.
Mr. Erickson presented a brief summary of the staff report. He stated that the Planning
Commission reviewed the matter at its May 11,2005, meeting under PUD-37, the
application of Ron and Kim Winter to construct four single family and two multi family
dwelling units on a parcel located at 520 St. John Street, at the corner of St. John Street
and Peters Avenue. He indicated that in the course of the discussion, the Planning
Commission asked staff if the Housing Commission had been given the chance to discuss
the project with respect to the potential for including an affordability component to the
project.
Mr. Erickson noted that Ms. Decker, who was present at that meeting, had advised the
Planning Commission this is not a project that would be required to provide affordable
units under the Inclusionary Zoning Ordinance because it does not have 15 units or more;
nevertheless, the Planning Commission requested that the project be referred to the
Housing Commission for its review and comment.
Page - 2 -
