<br />Staff has added a condition of approval to address mitigations (#2-#3) requested by the PDA. <br />Instead of adding a specific time-limit restriction on parking in front of the project (mitigation <br /># 1 requested by the PDA), staff added the two following conditions of approval: <br />~ "After the project is occupied, if issues arise regarding on-street parking fronting the project, the <br />property owner(s) of the lot(s) shall meet with City staff and the Pleasanton Downtown <br />Association to resolve on-street parking issues." <br />~ "Residents living in the project are encouraged to park on-site in their driveways or on-site <br />parking spaces. On each of the single-family detached lots, there are three on-site parking spaces <br />available. The on-street spaces fronting the project are not reserved for residents or any <br />particular property or use." <br />Staff notes that there are no residential areas in the City where residents are restricted from <br />parking in the public parking spaces in front of their homes, unless the residents themselves <br />requested this restriction. For example, there is permit parking by the high schools, but it was <br />the residents who live there who requested this. Staff also notes that as a mitigation measure, <br />the applicant is paying an In Lieu Parking Fee for the project, although one is not required per <br />the Pleasanton Municipal Code. <br />PUBLIC NOTICE <br />Notice of this application was sent to all property owners living within 1,000 feet of the subject <br />property . <br />Neighborhood Meeting <br />On December 7, 2005, staff met with Ron Winter and neighbors who had expressed a concern <br />about the project to staff. At the meeting, several issues were discussed: carports vs. garages; <br />the desire for more on-street parking; and the similarity of dwelling unit design. At the end of <br />the meeting, it was generally believed that carports would be acceptable with the meeting <br />attendees, the on-street parking issue needed to be further discussed, and the design of the units <br />were too similar. To address comments made at this meeting and comments by the PDA, the <br />applicants removed a unit from the plans, added one more on-site parking space, propose to pay <br />an in lieu parking fee, and have revised the design of the units such that the building <br />facades/roof treatments are not identical. <br />Public Comments <br />At the time this staff report was written, staff had received letters and verbal comments in regard <br />to the project. Comments received to date are noted below. <br />1. Robert Byrd, 480 St. Mary Street, Pleasanton.
