<br />Please see the attached Planning Commission minutes for a full description of the analysis <br />related to how the project meets the design criteria established in the Downtown Design <br />Guidelines. Staff believes that the project would be consistent with the siting, mass, <br />height, and garage guidelines of the Downtown Design Guidelines. <br />Building Architecture <br />The residential architectural style reflects a traditional design. Since the original proj ect <br />submittal, the applicants have revised the designs to provide greater variety, materials <br />integration, and articulation. The buildings will each have a specific color palate, adding <br />interest and diversity to the project's streetscape. The colors, generally blue, brown, and <br />gray are shown in the color rendering (Exhibit A). The roof material on all of the <br />buildings is proposed as "Presidential Shake" with "Shadow Gray", "Slate Gray", or <br />"Chaparral Cedar" colors or similar colors. Staff believes that the exterior colors of the <br />buildings and roof materials are appropriate. <br />The buildings are designed with either horizontal wood siding or wood shingles, and <br />brick with wood trim. Second floor wood decks, some with decorative wood brackets, <br />are proposed on the front elevations of the buildings. French doors open onto the decks. <br />Vinyl windows and wood entrance doors are proposed. The windows are recessed into <br />the frame, creating more dimension to the elevations. <br />Please see the attached Planning Commission Staff Report for additional information <br />regarding how this project meets the goal of green building measures, building and fire <br />code issues, and site grading and drainage. <br />PUBLIC COMMENT <br />Notices of the City Council hearing were sent to the residents within a 1,000-foot radius <br />of the subject property. Staff has not received additional comment related to the <br />proposed development as of the time the Council staff report was written. <br />Public comment was received during the noticing period for the May 11, 2005 and the <br />July 27,2005 Planning Commission hearings. Testimony was also taken both in support <br />and opposition of the project at those hearings. The issues have continued to be related to <br />the loss of on-street parking, architectural design, density, actual affordability, and the <br />loss of the 44" black walnut tree. Please see the attached Planning Commission minutes <br />for a full description of these comments. <br />ENVIRONMENTAL ASSESSMENT <br />An Environmental Impact Report was prepared and certified for the Downtown Specific <br />Plan.
