<br /> / <br /> 6E <br /> '- <br />pLEASANTONc City Council <br /> Staff Report <br /> September 20, 2005 <br /> Planning Department <br />SUBJECT: P AP-83/PUD-37 <br />APPLICANT/ <br />OWNER: Ron and Kim Winter <br />PURPOSE: Application for a PUD rezoning and development plan approval to <br /> rezone the property from RM-15 to PUD-HDR and to allow the <br /> construction of four single-family detached residences and two <br /> attached multi-family residential units. <br />GENERAL PLAN: High Density Residential <br />SPECIFIC PLAN: Downtown Specific Plan: High Density Residential <br />ZONING: RM-15 (Multiple-Family Residential) and Core Area <br /> Overlay Districts <br />LOCATION: 520 St. John Street <br />PLANNING COMMISSION RECOMMENDATION: <br />The Planning Commission denied Case No. PUD-37 on the basis that the PUD <br />development findings could not be made due to the loss of on-street parking which would <br />create a significant impact to the Downtown commercial interests. It also found the <br />architecture was inappropriate and did not reflect the character and distinction of the <br />Downtown area, that the density was too high, and the number of proposed units should <br />be reduced. The Planning Commission was unconvinced of the actual affordability of the <br />product type and felt that the design had been sacrificed with no assurance of <br />affordability . The Planning Commission also found that the 44" heritage black walnut <br />tree on the site should be mitigated by the placement of an adequate number of trees on- <br />site as well as payment of the full-appraised value into the Urban Forestry Fund. <br />SR:05:258 <br />Page 1 <br />
