<br />Commissioner Arkin wanted to ensure that the individual lots were not held for a long <br />time when the rest of the homes were developed. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Chairperson Maas expressed concern about a possible disparaging comparison between <br />the custom homes and the track homes on the site. <br /> <br />Commissioner Arkin would like to explore a mechanism to encourage people to build on <br />the lots more quickly. <br /> <br />A discussion about landscaping on a vacant lot after two years ensued. Commissioner <br />Roberts noted that this was a wildfire area and that the Fire Depar1ment did not want trees <br />or other lar1dscaping to impede firefighting eff0l1s. <br /> <br />Commissioner Roberts moved to make the finding that the proposed modification of <br />PUD-05 is covered by the Final Environmental Impact Report approved by the City <br />Council for the Vineyard Avenue Corridor Specific Plan; to make the findings for <br />the major modification of the approved PUD development plan stated in the <br />Planning Commission report; and recommend approval ofPUD-05-IM, subject to <br />the conditions of approval as shown on Exhibit B of the staff report, as <br />recommended by staff, with the modifications that the design guidelines return to <br />the Planning Commission and include visuals and some provision for landscaping <br />empty lots <br />Commissioner Blank seconded the motion. <br /> <br />ROLL CALL VOTE: <br /> <br />AYES: <br />NOES: <br />ABSTAIN: <br />RECUSED: <br />ABSENT: <br /> <br />Commissioners Arkin, Blank, Fox, Maas, and Roberts. <br />None. <br />None. <br />None. <br />None. <br /> <br />Resolution No. PC-2005-39 was entered and adopted as motioned. <br /> <br />d.
