11.44.180 Obstruction or Interference with Work Prohibited. <br /> <br />No person shall obstruct, impede or interfere with any person who is engaged in abatement actions <br />performed pursuant to this Chapter or who is directing or performing any act necessary or incidental to <br />such abatement including, but not limited to, any inspections taken as part of an investigation into the <br />existence of or enforcement action taken to abate a public nuisance under this Chapter, and any sign or <br />posting used by the Chief of Police as part of any abatement actions taken under this Chapter. <br /> <br />11.44.190 Authority to Remove Vehicles on Private Property. <br /> <br />In accordance with Section 22658 of the California Vehicle Code, the owner or person in lawful <br />possession of any private property may cause removal of unauthorized parked vehicles on said property <br />provided certain procedural steps are met, including the displaying of a sign of a size specified by local <br />ordinance giving notice that unauthorized vehicles may be removed. This section and section 11.44.200 <br />are intended to allow implementation of California Vehicle Code Section 22658 by owners or persons in <br />lawful possession of private property by establishing a size for such signs. <br /> <br />Existing 11.44.180 Minimum Size Sign Required. (Re-number as 11.44.200; no changes in section) <br /> <br />Section 2: A summary of this ordinance shall be published once within fifteen (15) days after its <br /> adoption in "The Tri-Valley Herald," a newspaper of general circulation published in the <br /> City of Pleasanton, and the complete ordinance shall be posted for fifteen (15) days in the <br /> City Clerk's office within fifteen (15) days after its adoption. <br /> <br />Section 3: This ordinance shall be an urgency measure to take effective immediately upon its <br /> adoption for the following the reasons: the Municipal Code needs clarification as to the <br /> definitions of the terms "abandoned", "dismantled .... inoperative", and "wrecked" <br /> because the clarification of these terms will provide clear notice as to the conditions for <br /> vehicle abatement; and in addition, there exist in Pleasanton several vehicles that require <br /> immediate abatement in order to prevent a decline in the aesthetic qualities of <br /> neighborhoods and prevent risk to the health and safety and general welfare of residents. <br /> <br />INTRODUCED AND ADOPTED at a regular meeting of the City Council of City of Pleasanton on <br />October 26, 1999 by the following vote: <br /> <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None '~2---- <br />ABSTAIN: None <br /> <br /> C.
