<br />Ordinance No. <br />Page 2 of2 <br /> <br />welfare as discussed in the staff report, and that the City needs time to study <br />options for mitigating those effects. <br /> <br />Section 3: The City Council finds that granting land use approvals or building permits to <br />medical marijuana dispensaries would result in the described threat to public <br />health, safety and welfare. <br /> <br />Section 4: Based on the findings in this Ordinance including the referenced staff report and <br />attachments, the City Council imposes a moratorium on all land use approvals, <br />building permits and business licenses in all zoning districts for medical marijuana <br />dispensaries, including any site, facility, location, use, cooperative or business that <br />distributes, sells, exchanges, possesses, delivers, gives away or cultivates <br />marijuana (cannabis) for medical purposes pursuant to Proposition 215, the <br />Compassionate Use Act of 1996 or implementing state statutes or regulations. <br /> <br />Section 5: A summary of this ordinance shall be published once within fifteen (15) days after <br />its adoption in The Valley Times, a newspaper of general circulation published in <br />the City of Pleasant on, and the complete ordinance shall be posted for fifteen (15) <br />days in the City Clerks office within fifteen (15) days after its adoption. <br /> <br />Section 6: This urgency ordinance shall be effective immediately upon adoption and shall <br />extend the existing moratorium for an additional ten months and fifteen days. <br />The City Council may extend this period in accordance with California <br />Government Code section 65858. <br /> <br />INTRODUCED and ADOPTED at a regular meeting of the City Council of City of Pleasant on <br />on by the following vote: <br /> <br />AYES: Councilmembers <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />JENNIFER HOSTERMAN, MAYOR <br /> <br />ATTEST: <br /> <br />Dawn G.
