For many years this building was leased by the City to the Valley
Volunteer Center (Center) of Alameda County. Approximately three years ago, the PPIE began
occupying two rooms in the building that were not being used by the Center. The Center
vacated the building in 2004 and the PPIE has continued occupying its two rooms. Currently,
the City is planning to move employees into the vacant rooms in the building for coordinating
many of its youth services. As a result, soon, City employees and the PPIE will occupy the
building.

The City has not had any type of lease agreement with the PPIE since it began occupying the
building. As a result, staff recently developed a use agreement that establishes parameters for
their continued use of the building. A summary of the Use Agreement is as follows:

. Use is limited to two offices and access to the restroom and kitchen facilities. (See
Attachment A to the Use Agreement)

SR 0) :234
Page 1
