83. Prior to the commencement of any clearing, grading, or excavation, the applicant shall <br /> submit a copy of the State Water Resources Control Board Notice of Intent (NOI) for <br /> coverage under the State Construction Storm Water General Permit. <br /> <br />84. A Storm Water Pollution Prevention Plan (SWPPP) shall be developed and <br /> implemented for each site covered by the general permit. A SWPPP shall include <br /> Best Management Practices (BMPs) designed to reduce potential impacts to surface <br /> water quality through the construction and life of the project. A SWPPP shall be <br /> prepared such that, when properly implemented, will reduce or eliminate impacts to <br /> surface water quality from all phases of the project. Required elements of the SWPPP <br /> include the following: <br /> <br /> a) Construction storm water management controls shall be implemented which include <br /> practices to minimize the contact of construction material, equipment, and maintenance <br /> supplies (e.g., fuels, lubricants, paints, solvents, adhesives) with storm water. The <br /> SWPPP shall specify properly-designed centralized storage areas that keep these <br /> materials out of the rain. It shall also include a monitoring program by the construction <br /> site supervisor. <br /> <br /> b) Best Management Practices (BMPs) shall be implemented to reduce erosion of <br /> exposed soil and may include, but not be limited to, soil stabilization controls, watering <br /> for dust control, perimeter silt fencing, placement of hay bales, and sediment basins. The <br /> potential for erosion is generally increased if grading is performed during the rainy <br /> season as disturbed soil can be exposed to rainfall and storm runoff. If grading must be <br /> conducted during the rainy season, the primary BMPs selected shall focus on erosion <br /> control to keep sediment on the slopes. End-of-pipe sediment control measures <br /> (e.g., basins and traps) shall be used only as secondary measures. If hydroseeding is <br /> selected as the primary soil stabilization method, then slopes shall be seeded by <br /> September 1 to October 1. Entry and egress from the construction site shall be carefully <br /> controlled to minimize off-site tracking of sediment. Vehicle and equipment wash-down <br /> facilities shall be designed to be accessible and functional both during dry and wet <br /> conditions. <br /> <br />Geotechnical and Soil-Gas Report <br /> <br />85. The applicant shall comply with the recommendations of the geotechnical report <br /> prepared by Terrasearch, Inc. dated July 7, 1999. The applicant's geotechnical <br /> consultant shall review and approve all foundation, retaining wall, and drainage <br /> geotechnical aspects of the final development plans to ensure that the <br /> recommendations have been properly incorporated into the development. The <br /> consultant shall certify by writing on the plans or as otherwise acceptable to the <br /> Director of Building Inspection that the final development plan is in conformance <br /> with the geotechnical report approved with the project.
