Staff believes the proposed expansion will not detrimentally <br /> impact surrounding uses, will have adequate parking to meet project demand, and as <br /> conditioned, this finding can be made. <br /> <br />3. That the proposed conditional use will comply with each of thc applicable provisions <br /> of the zoning ordinances. <br /> <br /> Chapter 18.124 of the Municipal Code (Conditional Use) states that, because of their <br /> unusual characteristics, conditional uses require special consideration so that they may be <br /> located properly with respect to their effects on surrounding properties. The proposed <br /> expansion plan, with reasonable conditions of approval, can integrate the proposed <br /> expanded Church use without detrimentally affecting the surrounding properties or the <br /> City in general. This third finding can be made. <br /> <br /> COUNCIL'S OPTIONS <br /> <br /> The Council has the following options: <br /> <br /> Option 1: If the Council finds that it can support the proposed master expansion plan as <br /> shown in Exhibit A that includes a three-phase expansion, it should deny the <br /> appeal and approve Case Nos. PCUP-118/PDR-391 subject to the conditions of <br /> approval listed in Exhibit B (draft resolution). <br /> <br /> This option allows St. Clare's to expand its facilities to the sizes and locations as <br /> shown on the master site plan and provides St. Clare's with assurances that if it <br /> performs to the conditions and requirements of both the existing and proposed <br /> conditional use permits, only design review of future building expansions would <br /> be required. <br /> <br /> Option 2: If the Council finds that it can support the three-phase expansion conceptually <br /> but wants the specific building location and design of Phase II and Phase m <br /> expansions to be reviewed and approved separately, it should deny the appeal <br /> and approve PCUP-118/PDR-391 subject to the conditions of approval listed in <br /> Exhibit B as modified by Exhibit C, Option 2. <br /> This option approves the use permit for St. Clare's to expand its facilities to the <br /> sizes as described in the written narratives and allows St. Clare's to construct <br /> Phase I expansion. However, this option does not provide assurances to St. <br /> Clare's that buildings in Phase II and Phase III expansions would be constructed <br /> at the locations as shown in the master expansion plan.
