ATTACHMENT 4 <br /> <br />Jim Wolfe <br />Subject: FW: Pleasanton Fireworks <br />Importance: High <br /> <br />From: Carlson, Eric <br />Sent: Monday, Hay 23, 2005 7:59 AH <br />To: Gary, Stewart <br />Subject: Pleasanton Fireworks <br /> <br />Chief: <br /> <br />Here are some of my thoughts related to the proposed 4th of July fireworks launch site at the DSRSD <br />lagoons. <br /> <br />1. The fallout area is 100 feet per mortar diameter in inches. That is to say a 10-inch mortar <br />would have a fallout radius of 1,000 feet. The NFPA 1123 standard for fireworks recommends a 10% <br />safety factor to account for weather conditions (wind). In the case of a 10-inch morLar the area would <br />be 1,100 feet in all directions of the launch site. No public observation is permitted within this fallout <br />zone. <br /> <br />2. Maximum wind speed that a pyrotechnic show can be launched is 5-8 MPH. I have <br />supervised a show where the gusts ranged from 8-10MPH and the fallout zone got very large and <br />pyrotechnic materials fell into combustible creek vegetation and ignited into a small grass fire. <br /> <br />3. The Val Vista Park would likely be within the launch site fallout zone. The entire park would <br />have to be secured from entry as wind driven fallout likely would fall into the park. <br /> <br />4. Depending on the winds at the time of the shoot, the residential neighborhood of Valley Trails <br />could be impacted by the fallout under the worst case scenario. It is very hard to stop a show once <br />started. <br /> <br /> 5. Due to access around the lagoons, we'd need to insure all weeds and other combustible <br /> materials be cleared to insure no grass or combustible materials are ignited. <br /> <br />6. The launch site is very close to the Interstate 580/680 interchange and 1-680 / Stoneridge Dr. <br />Traffic congestion will be an issue on the freeways and surface streets. I don't know what the Calif. <br />Highway Patrol and Pleasanton Police might think about this. <br /> <br /> 7. There are no real large public areas for the presentation. Congestion on Foothill Rd and all <br /> the surrounding streets will be intense as well as the Mall parking lots, Home Depot and surrounding <br /> Hacienda Business Park. <br /> <br /> 8. A potential issue is the use of illegal fireworks purchased in a neighboring City. Due to the <br /> attraction of this large professional pyrotechnic show the likelihood of citizens using illegal fireworks <br /> n the observation locations they can find (parking lots, shopping centers, Foothill HS parking lot, <br /> aarking along Foothill Rd. etc.) would increase the risk of injuries and fires in the dry vegetation along <br /> Foothill Rd. There was one large fire (5 ac) that was ignited by juveniles using fireworks last year on <br /> <br /> <br />
