Staff Report <br /> <br /> September 6, 2005 <br /> Planning and Community <br /> Development <br /> <br />SUBJECT Determination of Parking In-Lieu Fee for the Downtown Revitalization <br /> District <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Adopt a motion that Master Fee Resolution No. 92-100 be amended to <br /> reflect a parking in-lieu fee of $14,000 per parking space in the Downtown <br /> Revitalization District. <br /> <br />SUMMARY The parking ordinance pertaining to the Downtown Revitalization District <br /> was last amended in 2003 and was a cooperative effort between City staff <br /> and members of the Pleasanton Downtown Association (PDA). The <br /> ordinance was updated to implement the new parking policies o£the <br /> Downtown Specific Plan and to address related issues with some of the <br /> previous parking regulations. One of the provisions of the amended <br /> ordinance requires that the in-lieu parking fee be updated regularly to <br /> realistically reflect land and construction costs. Staffand the PDA have <br /> continued working together to determine an appropriate fee, and this report <br /> presents the proposed fee to the Council for consideration. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The portion of the City's Zoning Ordinance dealing with parking (Chapter 18.88) has a number <br />of special provisions addressing parking in the Downtown commercial area, technically referred <br />to as the Downtown Revitalization District. The City has long recognized that, physically and <br />economically, there are differences between the Downtown and the newer commercial areas of <br />the City, and that a balance needs to be achieved between providing sufficient numbers of <br />parking spaces in convenient locations and preserving the traditional, pedestrian-oriented <br /> <br />SR:05:222 1 <br /> <br /> <br />
