THE CITY OF 4M
City Ooun¢il
AS NTONo staff Report 05-247

September 6, 2005
Police Department

SUBJECT Purchase of replacement Police Canine.

STAFF RECOMMENDATION:

Purchase canine from police canine vendor (CJ's Police K-9's). Use
approximately $12,000 from contingency funds for thc purchase of the dog and
associated training expenses.

SUMMARY Police Canine Pasco was fatally injured during a police K-9 training in July 2005.
In order to maintain the current service level provided by the Police Department's
Canine Program we are seeking contingency funding for this unfortunate and
unplanned occurrence.

Honorable Mayor and Members of the City Council:

BACKGROUND

Canine Camo will replace fatally injured canine Pasco. Canine Camo will be similarly crossed
trained as a patrol dog and a drug identification dog. In this role canine Camo will be routinely
and directly involved in the enforcement of illicit drug laws in the City of Pleasanton and the
general surrounding area.

The department has traditionally not used a biding process for the purchase of police canines.
The selection of a canine with the proper temperament, personality and drive is critical to the
success of the canine and handler. Traditionally the department's contracted trainer has identified
available dogs meeting the department's criteria, evaluated those dogs and made a
recommendation to the department.

On August 12, 2005 we received a report from Jim Faggiano, our contracted trainer, who
evaluated canine Camo along with Officer Tim Martens. Based on his evaluation we have
selected Canine Camo~ a Dutch Shepherd, from police canine vendor, CJ's Police K-9s.

SR 05 247
