compensation benefits as provided by law. Insurance provided by the local authority for disability or liability of a <br />member of the special enforcement unit shall be the same as for other employees performing similar duties. <br /> <br /> Nothing in this section precludes a local authority from using regular full-time employees to enforce this <br />chapter and ordinances adopted pursuant thereto. <br /> <br /> This section applies to all counties and cities, including every charter city and city and county. <br /> <br />22511.7. In addition to Section 22511.8 for offstreet parking, a local authority may, by ordinance or resolution, <br />designate parking spaces for the exclusive use of any vehicle which displays either a special identification license <br />plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or <br />22511.59. Whenever a local authority so designates a parking space, it shall be indicated by blue paint on the <br />curb or edge of the paved portion of the street adjacent to the space. In addition to blue paint, the space shall <br />also be indicated by signs or other suitable means. In areas where snow or ice may obscure the blue paint, a <br />clearly visible sign appropriately designating the space is sufficient for purposes of this section. <br /> <br /> This section does not restrict the privilege granted to disabled persons and disabled veterans by <br />Section 22511.5. <br /> <br />22651.05. (a) A trained volunteer of a state or local law enforcement agency, who is engaged in directing traffic <br />or enforcing parking laws and regulations, of a city, county, or jurisdiction of a state agency in which a vehicle is <br />located, may remove or authorize the removal of a vehicle located within the territorial limits in which an officer or <br />employee of that agency may act, under any of the following circumstances: <br /> <br /> (1) When a vehicle is parked or left standing upon a highway for 72 or more consecutive hours in violation of a <br /> local ordinance authorizing the removal. <br /> <br /> (2) When a vehicle is illegally parked or left standing on a highway in violation of a local ordinance forbidding <br /> standing or parking and the use of a highway, or a portion thereof, is necessary for the cleaning, repair, or <br /> construction of the highway, or for the installation of underground utilities, and signs giving notice that the vehicle <br /> may be removed are erected or placed at least 24 hours prior to the removal by local authorities pursuant to the <br /> ordinance. <br /> (3) Wherever the use of the highway, or a portion thereof, is authorized by local authorities for a purpose other <br /> than the normal flow of traffic or for the movement of equipment, articles, or structures of unusual size, and the <br /> parking of a vehicle would prohibit or interfere with that use or movement, and signs giving notice that the vehicle <br /> may be removed are erected or placed at least 24 hours prior to the removal by local authorities pursuant to the <br /> ordinance. <br /> (4) Whenever a vehicle is parked or left standing where local authorities, by resolution or ordinance, have <br /> prohibited parking and have authorized the removal of vehicles. A vehicle may not be removed unless signs are <br /> posted giving notice of the removal. <br /> (5) Whenever a vehicle is parked for more than 24 hours on a portion of highway that is located within the <br /> boundaries of a common interest development, as defined in subdivision (c) of Section 1351 of the Civil Code, <br /> and signs, as required by Section 22658.2, have been posted on that portion of highway providing notice to <br /> <br /> <br />
