THE CITY OF ~. <br /> <br />pC' city council <br /> Staff Report <br /> <br /> September 6, 2005 <br /> Police Department <br /> <br />SUBJECT VOLUNTEERS IN POLICE SERVICE (VIPS) PARKING <br /> ENFORCEMENT <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Authorize the implementation and creation of the VIPS Specialized <br /> Enforcement Unit. <br /> <br />SUMMARY The Police Department requests council to authorize the use of trained, <br /> uniformed civilian police volunteers to enforce parking violations and tow <br /> vehicles illegally parked as necessary. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Volunteers in Police Service (VIPS) program has been a successful and highly visible <br />portion of the police department for the last five years, with ever expanding roles for the <br />volunteers becoming available. A select group of volunteers have been provided uniforms and <br />will be provided badges that identify them as Volunteers in Police Service. Presently they patrol <br />the streets of the City conducting security and vacation checks. To their credit, these volunteers <br />have asked to take a more proactive part in enforcement of parking violations that are regularly <br />observed during their patrol checks of businesses and neighborhoods. The following program <br />enables the volunteers to increase their role in this quality of life issue for the citizens, businesses <br />and visitors of Pleasanton. <br /> <br /> The volunteers will be part of a specialized enforcement unit as required by law that would be <br /> trained in properly identifying parking violations and the issuance of courtesy and parking <br /> citations. Aside from the patrol duties, the volunteers would provide an additional and useful <br /> resource during downtown events when vehicles are in violation of the temporary street closures <br /> <br /> SR:05:238 <br /> <br /> <br />
