I. INTRODUCTION AND OVERVIEW <br /> <br /> Developed by a coalition of lodging business owners in conjunction with the Tri-Valley <br /> Convention & Visitors Bureau (TVCVB), the Tri-Valley Tourism Business Improvement District <br /> (TBID) is a benefit assessment district proposed to improve thc tourism activity in the Tri-Valley <br /> area which includes the cities of Pleasanton, Livermore, Dublin, and San Ramon. Thc TBID will <br /> establish various programs to increase ~he tourism activity in the Tri-Valley. This approach has <br /> been used successfully in other tourism and commercial areas throughout thc country to increase <br /> occupancies, increase sales, promote tourism destinations and increase commercial activity. <br /> <br /> Location: The approximate boundaries: The proposed TBID includes all lodging businesses <br /> with 35 rooms or more located within the city limits of the cities of Pleasanton, <br /> Livermore, Dublin, and San Ramon. <br /> <br /> Services: Marketing and promotions to increase tourism and market the Tri-Valley area as a <br /> tourist, meeting, and event destination. <br /> <br /> Budget: The total TBID budget for year one of its five (5) year operation is a base of <br /> approximately $1,000,000. <br /> <br /> Cost: Annual assessment rates are based upon a fiat rate of $1.00 per occupied room per <br /> night on lodging businesses with 35 rooms or more. Lodging business stays of <br /> more than 30 consecutive days are exempt from the assessment. Government <br /> employees on government business are also exempt from the assessment. <br /> <br /> Formation: TBID formation requires submittal of petitions from lodging businesses <br /> representing more than 50% of the total annual assessment followed by a City <br /> Council hearing and an opportunity for a written protest. The assessed lodging <br /> business owners will receive notice of the public hearing by mail. If there is a <br /> majority written protest, the TBID will not be formed. <br /> <br /> Duration: The proposed District TBID will have a five year life. The TBID assessment will <br /> be implemented beginning January 1, 2006 and will be in effect for five years. <br /> (Note that expenditures will trail implementation of the TBID by approximately <br /> six months to allow for collection.)
