options for addressing these issues are likely to be different for each type of cut-through <br />traffic. The sections that follow address these in mm. <br /> <br />Regional Cut-Through Traffic: <br /> <br />As congestion on the city's abutting regional traffic systems has grown, traffic has sought <br />alternative routes using city arterials. The City has surveyed existing cut-through traffic <br />using various routes. (See Appendix D.) The Sunol Blvd.-Stanley Blvd. route was by far <br />the most impacted by cut-through traffic with about 54% of its traffic (about 700 vehicles) <br />found to be regional cut-through. Other routes were found to be significantly impacted as <br />well, particularly afternoon eastbound traffic using Vineyard Ave. and traffic using the <br />Bernal Ave. interchange at 1-680 to take both north-to-east and eastbound cut-through <br />routes through the city. Traffic using cut-through routes exiting 1-580 was found to be <br />fewer in umber as well as lower percentages of total traffic than those using the Sunol <br />Blvd. and Bernal Ave. exits from 1-680. <br /> <br />The traffic model projects future cut-through traffic, basing its routing of city, Th-Valley, <br />and Bay Area-wide trips on travel times for each available route which take into <br />consideration the projected level of congestion on each. Tables 1 and 2 and Figures 2 <br />through 9 in Appendix I show the results of the Year 2025 projection on the Alternative A <br />roadway network. <br /> <br />9 <br /> <br /> <br />
