The suggested outcome of this workshop is the identification of a preferred General <br />Plan circulation network which would be the basis for adding/modifying land uses <br />in future workshops. A critical element of this discussion is the assumed changes at <br />intersections throughout the City as described in Appendix A, as all alternatives <br />studied to date show traffic congestion and delay more than doubling by the Year <br />2025 without these or comparable intersection mitigations. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />This workshop is the next in a series of workshop discussions concerning traffic issues as <br />part of the update of the General Plan Circulation Element. The goal of these workshops is <br />to present the information necessary for the Planning Commission and City Council to <br />evaluate future traffic conditions assuming Pleasanton's Existing + Approved land uses <br />together with Regional "Build-Out" land uses and circulation network in place in the Year <br />2025, and to select a preferred cimulation network with which to evaluate alternative land <br />uses. At the May 24, 2005 workshop, Council directed that this workshop include a <br />discussion of"cut-through" traffic and an evaluation of three selected alternative <br />circulation networks. <br /> <br />This staff report contains an analysis of cut-through traffic existing in Pleasanton. It <br />identifies the various types of cut-through traffic, identifies the streets and intersections <br />most affected by it, and suggests policies for dealing with each type of cut-through traffic. <br />In addition, this report evaluates the three alternative Pleasanton traffic network <br />alternatives selected by the Council on May 24, as follows: <br /> <br />Alternative A: The Existing + Approved circulation system in Pleasanton with <br />intersection mitigations and gateway constraints; <br /> <br />Alternative B: The Existing + Approved system with intersection mitigations and <br />gateway constraints plus currently planned street widenings and extensions, except for <br />the Stoneridge Dr. Extension and the W. Las Positas interchange; and, <br /> <br />Alternative C: The Existing + Approved system with intersection mitigations and <br />gateway constraints, plus widenings and extensions, including the Stoneridge Drive <br />Extension and the W. Las Positas Blvd. interchange (modified 1996 General Plan <br />circulation system.) <br /> <br />CONSIDERATIONS REGARDING THE SELECTED CIRCULATION NETWORK <br /> <br />Intersection LOS as reported in the various model hms, whether mitigated or not, is only <br />one of the many factors which are important in a functioning cimulation system.
