THE CITY OF <br /> <br />pL£AS&NTON <br /> <br />City Council-Planning Commission <br /> General Plan Workshop <br /> Staff Report <br /> <br /> August 30, 2005 <br /> Planning Department <br />Public Works Department <br /> <br />SUBJECT: GENERAL PLAN CIRCULATION ELEMENT UPDATE <br /> <br />PURPOSE: <br /> <br />To consider information regarding cut-through traffic and to <br />provide baseline information for evaluating a preferred <br />circulation network. <br /> <br />STAFF RECOMMENDATION: <br /> <br />Receive staff presentation and direct staff regarding a working draft circulation <br />network/intersection design with which to evaluate future land use scenarios. <br /> <br />SUMMARY: <br /> <br />As requested in prior workshops, this report presents information regarding the <br />various types of cut-through traffic and suggests Circulation Element policies to <br />address this issue. Furore cut-through traffic routes and volumes are projected with <br />the "Existing Plus Approved" land use/circulation network, and three circulation <br />network alternatives are evaluated, as follows: <br /> <br />Altemative A: The Existing + Approved circulation system in Pleasanton with <br />intersection mitigations and gateway constraints; <br /> <br />Alternative B: The Existing + Approved system with intersection mitigations and <br />gateway constraints plus currently planned street widenings and street extensions, <br />except for the Stoneridge Dr. Extension and the W. Las Positas interchange; <br /> <br />Alternative C: The Existing + Approved system with intersection mitigations and <br />gateway constraints, plus widenings and extensions including the Stoneridge Drive <br />Extension and the W. Los Positas Blvd. interchange (modified 1996 General Plan <br />circulation system.) <br /> <br />This report describes three types of "cut-through" traffic: regional; city-based <br />arterial cut-through; and neighborhood cut-through traffic. Regional cut-through <br />traffic, caused by the inadequacy of the regional freeway and highway system, <br />primarily affects the Sunol-First/Bernal-Stanley route; the Bemal Avenue and <br /> <br /> <br />
