9. Events and programs scheduled for the project site shall be limited to park-related <br /> activities that do not exceed the available parking, as determined by the Director of <br /> Parks and Community Services. <br /> <br />10. A minimum of one family-style restroom shall be provided in the public restroom <br /> facility on site. The Planning Director shall approve the design of the restroom prior to <br /> issuance of a building permit. <br /> <br /> 11. All full-sized parking spaces shall be a minimum of 19-feet by 9-feet in size. Parking <br /> spaces may over hang a maximum of two-feet into a landscaped area, as determined by <br /> the Zoning Administrator. The dimensions of the parking spaces shall be clearly shown <br /> on the Project construction plans. Site plans shall be corrected to include the 48- <br /> "gravel surface spaces," proposed immediately east of the 64-space permanent parking <br /> lot. These 48-spaces shall be permanently paved prior to occupancy of the baseball <br /> fields project. <br /> <br /> 12. The project developer shall implement the measures identified in the Green Building <br /> Council's "Leadership in Energy and Environmental Design" (LEED) standards in the <br /> design, construction, and operation of the proposed buildings. These measures shall be <br /> shown on the building permit plan set and submitted for review and approval before <br /> issuance of a building permit. In conjunction with the building permit application, the <br /> project developer shall determine the building's "LEED Green Building Rating," using <br /> the GBC evaluating methodology, and shall report the rating to the Planning Director <br /> before issuance of the building permit which shall be reported to the Planning <br /> Commission. Prior to building permit issuance, the green building provisions that are <br /> proposed to be included in the development shall be submitted to the Alameda County <br /> Waste Management Authority (ACMWA) for review and comment. Once the <br /> ACWMA has generated its comments, City staff shall arrange a meeting between the <br /> ACWMA staff and the project developer to discuss said comments and to determine if <br /> other feasible, mutually agreeable green building measures can be incorporated into the <br /> project. <br /> <br /> 13. The project developer shall submit a final lighting plan for the site for review and <br /> approval of the Planning Director prior to the issuance of building permits. The <br /> lighting shall be designed, installed, and maintained so that glare is directed away from <br /> the residential neighborhoods to the south and east. <br /> <br /> 14. Prior to issuance of a building permit, the project developer shall indicate the <br /> construction staging area on the plans submitted for building plan check. These plans <br /> shall clearly illustrate the proposed location of materials storage, vehicle parking for <br /> construction workers, and the parking location for heavy equipment. <br /> <br /> 15. All utilities required to serve any existing or proposed development on-site shall be <br /> installed underground, unless otherwise determined by the City Engineer. <br /> <br /> 2 <br /> <br /> <br />
