speed studies show a significant reduction in the highest speeds on the roadway after
installation of the radar speed sign. The data also shows that the percent of drivers driving
within the pace speed (the consecutive 10 mph speed wherein the highest number of drivers
travel) increased, making speeds more uniform, which can also improve traffic safety.

The counts taken before the signs were installed were conducted in February when school was
in session. The counts taken with the signs in place were conducted in July. It is important to
note that with the radar speed signs in place, the average speed did move closer to the 35
MPH speed limit by about 0.5 MPH. However it is not clear if this speed change occurred
due to the presence of the radar sign, or because in the summer time the 25 MPH "When
Children Are Present" speed limit does not apply and so the average speeds during the day
naturally increased slightly.

Santa Rita Road at Amador High School
Average Before Sign I Average After Sign
Average Speed 33.47 MPH ~ 34.14 MPH
85th Percentile Speed 37.45 MPH ~ 38.54 MPH
10 mph Pace 25-35MPH ~ 30-40 MPH
10 mph Pace Total 7174.00 72.00% ~ 7010.00 76.17%
/ehicles >= 55 mph 359.87 3.59% ~ 119.00 1.29%
~ehicles >= 60 mph 311.67 3.10% ~ 105.67 1.15%

Along West Las Positas Boulevard Hart Middle School, thespeed limit is 40 mph most of the
day, and 25 mph when students are coming or going from the school. Here, the before and
after speed studies show a significant reduction in the average, 85~ percentile and pace speeds
after the radar speed sign was installed. The data also shows that the percent of drivers
driving within the pace speed significantly increased, making speeds more uniform, which can
also improve traffic safety.

West Las Positas at HART Middle School
Average Before Sign Average After Sign
~,verage Speed 36.21 MPH 32.38 MPH
35th Percentile Speed 44.62 MPH 37.95 MPH
10 mph Pace 30-40MPH 25-35MPH
10 mph Pace Total 2798.75 48.06 % 3903.80 67.67 %

The cost of the solar powered radar speed signs is approximately $5,000 to $6,000, including
installation. The signs are easily moved and need only be mounted on a street light pole.
Staff recommends the continued use of these signs, not only on residential streets, but also on
residential collectors and arterials.

SR:05:223
Page 8 of 9
