Traffic Calming Tools
Not Included in this Toolbox

There are a few traffic calming tools that the City of Pleasant0n chose not to include in this toolbox. They arc
discussed below and the reason for their exclusion noted. Generally, the tools that are in the toolbox offer more
effective results in addressing the desired outcomes for these tools and have fewer negative Impacts.

Photo Radar Enforcement
Photo radar enforcement is an automated speed enforcement technique used to photographically record speed
violations and generate citations electronically. Currently, the City of Pleasanton Police Department uses
neighborhood speed enforcement as an opportunity for personal contact with motorists speeding in the
neighborhoods and to educate and encourage speed compliance. Photo radar enforcement does not pro'vSde the
opportunity for personal contact and is considered more appropriate for use in monitoring more critical violations
on the arterial system.

Speed Bumps
Speed bumps, like speed humps, are raised sections of pavement that are used to slow vehicles. These devices are
not included because they cause delays in response time of emergency vehicles such as fire trucks and paramedic
units. In addition, their installation has resulted in serious injuries in other cities.

Rumble Strips
Rumble strips are series of pavement bumps that create a "rumble" effect as cars drive over them. They are often
used to alert drivers as they approach tolls on toll-ways or stop signs on highways in isolated areas. Rumble strips
are not effective as speed conlrol devices and do little or nothing to discourage cut-through traffic.

Children at Play Signs
Although commonly requested in residential areas, Children at Play signs are not standard traffic control devices
and have not been found to be effective in improving the safety of children. Residential areas commonly have
children and the presence of signs does not change driving behav/or in the neighborhood. One of the disadvantages
of the Children at Play sign is that they can create a increased feeling of safety for children which can increase the
potential for accidents and injuries. If the safety of children is the major concern in a neighborhood or at a specific
location, there are more effective tools that can be used to improve safety.
