At this meeting a committee consisting of at least five residents of the neighborhood shall be. <br />formed to participate with City staff in the study process. The members of this committee must <br />represent the various geographical areas and interests within the neighborhood. Neighborhood <br />advocates should ensure that the necessary areas are represented at this meeting. <br /> <br />Neighborhood Meeting to Evaluate Alternatives <br /> <br />Based on the nature of the problem(s) identified in the first neighborhood meeting, and any <br />additional information provided by the data collection step, City staff will review with the residents <br />the various tools available to address the neighborhood's concerns. Different tools have different <br />impacts on the behavior of neighborhood traffic and it is important to consider those tools that are <br />best suited to the neighborhood's specific issues. For example, if traffic volumes are a major <br />concern to residents, it is appropriate to examine traffic calming tools that mitigate cut-through <br />traffic. If speeds are the neighborhood's main focus, tools specifically oriented to speed control <br />should be considered. <br /> <br />This meeting is critical to the shaping of the calming plan for the neighborhood. This step should <br />also provide information to the area residents on the approximate cost of alternative calming <br />measures, as the residents will likely be responsible for a portion of the project funding. <br /> <br />Based on the range of appropriate tools, the neighborhood's preference for specific tools, and the <br />functional or system limitations in the neighborhood, City staff will use the direction from this <br />meeting to develop a traffic calming plan for the neighborhood. <br /> <br />Neighborhood Plan Development and Approval <br /> <br />City staff will develop a plan for the neighborhood based on the information gathered at the <br />neighborhood meetings and the desires of the residents and other stakeholders in the process. The <br />plan will include construction cost estimates and anticipated funding strategies (see below). This <br />plan will be presented to the neighborhood for revisions and/or approval and will be referred to <br />Council for approval. <br /> <br /> Plan approval is a very important step in the process. The plan must be acceptable to all affected <br /> parties in order to be effective and implementable. If the various stakeholders have been involved <br /> throughout the process, the plan should address their different needs and concerns. If the plan does <br /> not, it should be revised to be acceptable to all the stakeholders. <br /> <br /> A petition will be required of all residences within close proximity, usually about 500 feet of each <br /> new device. At least 67% of the residences must indicate their support for the device. If less than <br /> 67% of the residences show support, the devices will not be installed. The petition shall clearly <br /> funding participation required of the residents.
