5.5Design new streets and alterations of existing streets to preserve the character and <br /> safety of existing residential neighborhoods. <br /> <br /> 6.5 Particular sensitivity should be given to new development on streets which are <br /> projected to carry more than 2,000 average daily trips, and with existing houses <br /> which front such streets. <br /> <br />1.2 The City will develop guidelines for the incorporation of traffic calming devices into the <br /> Standards and Standard Plans. Neighborhood collector streets <br /> City's <br /> Roadway <br /> Design <br /> longer than 1,200' should be considered for installation of neighborhood traffic calming <br /> devices. <br /> <br />1.3 The implementation of traffic calming plans will be in accordance with the procedures set <br /> forward in this document, in keeping with sound engineering practices and within the limits <br /> of available reso,urces. <br /> <br />1.4 Traffic should not be diverted from neighborhood collector streets to local streets and <br /> should be managed in place. <br /> <br />2.0 Emergency response <br /> <br />2.1 Reasonable emergency vehicle access and response should be preserved. To this end, the <br /> Fire Department will develop a map of critical response routes thrOughout the city. Tile use <br /> of traffic calming devices on these streets will be evaluated for their impact on the City's <br /> adopted emergency response times. The Staff Traffic Committee will also develop <br /> conditional uses as necessary for the various traffic calming devices. <br /> <br />2.2 The Staff Traffic Committee will identify emergency response and access concerns within <br /> each neighborhood prior to the first neighborhood meeting. These will include critical <br /> routes within the neighborhood, special need facilities in the neighborhood, access issues <br /> and necessary clearances. <br /> <br />3.0 Neighborhood focus <br /> <br />The NTCP will focus on residential streets and not commercial or arterial streets. <br /> <br /> 3.1 The implementation of traffic calming in Pleasanton will be on a neighborhood basis, rather <br /> , than on a or citywide basis.
