<br />SUMMARY The City has been working with BRIDGE Housing Corporation (BRIDGE) <br />toward the development of a lOS-unit assisted living facility that will be located <br />at the northwest corner of Sunol Boulevard and Junipero Street. The City <br />Planning Commission approved the project design and planning previously. The <br />Housing Commission's Assisted Living Task Subcommittee approved the basic <br />operating structure, operational parameters and affordability component and <br />recommended City staff and the Housing Commission proceed with completing <br />project details and changes. The Housing Commission recently approved draft <br />copies of City documents including the Ground Lease and the Regulatory <br />Agreement. The City Council previously approved the project PUD, the <br />affordability component, the Ground Lease and a proposed financing structure, <br />including the City loan commitment of $2.49 million. <br /> <br />This report provides an overview of the project and recommends approval of <br />ownership, operational and financing agreements that are required prior to the <br />start of project construction. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City currently owns a 3.S9-acre site located at the northwest corner of Sunol Boulevard and <br />Junipero Street. The site is vacant except for street trees and shrubs next to the Junipero Street <br />right-of-way. In 1996, a group ofresidents approached the City Council requesting consideration <br />to utilize this site for the development of an assisted living facility. In response, the City Council <br />referred this matter to the Housing Commission which in turn established an assisted living <br />subcommittee to assist in coordinating this project. The goal of the Assisted Living <br />Subcommittee has been to "develop a complete, financially-feasible project plan and operating <br />program for assisted living services and/or a facility (through new construction or conversion) for <br />seniors in the City of Pleasanton and to submit the completed package for consideration under <br />the City's review process." <br /> <br />In 1997, the City circulated a Request For Qualifications (RFQ) to select a developer to work <br />with the City to develop the project. As an outcome of this process, the City selected the <br />development team of BRIDGE Housing Corporation and The Hillsdale Group. Unfortunately, <br />after extensive planning and negotiations, the Hillsdale Group was purchased by ARV Assisted <br />Living who, after reviewing the project, informed the City that it did not intend to pursue the <br />development. As a result of this situation, the City issued a new Request for Qualifications in <br />1999. In response to this RFQ, the firms of BRIDGE Housing Corporation and Lytton Gardens <br />Senior Communities were selected to develop the project. A Land Disposition Agreement <br />between the City and BLP Partnership, Inc. (a corporation formed for this project by BRIDGE <br />and Lytton) was approved by the City Council in August 2000.
