Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On December 2, 2003, Council awarded the contract to the lowest bidder, Top Grade <br />Construction for the reconstruction of Second Street and a potion of Kottinger Drive. The <br />project, as described below, has since been completed and is ready for acceptance. The <br />improvements on Second Street consisted of maintaining a 48-foot wide street, separated <br />sidewalks with landscaping, street bulb-outs with interlocking concrete pavers, decorative <br />streetlights, and a traffic calming "speed table" at Second Street and Arendt Way. The "speed <br />table" is a segment of raised colored pavement (3-4 inches), clearly marked, that functions as <br />a traffic-calming device, located at the intersection of Second Street and Arendt Way. <br /> <br />During the outreach efforts on this project, residents on Second Street asked that the <br />ornamental street lighting be extended beyond the project limits to include lighting along <br />Second Street from Neal Street to Abbie Street. City Council approved the expanded project <br />limits and budget for this work when the project was awarded for construction. <br /> <br />Phase two of the Kottinger Drive Reconstruction Project included improvements from First <br />Street to Saint Mary's Creek. The improvements included replacement of deteriorated <br />concrete curb, gutter and sidewalk, and included the widening of Kottinger Drive to <br />accommodate additional on-street parking. In addition, the first segment (approx. 520 feet) of <br />a 48-inch storm drain main was to be installed; however, due to recent hydraulic studies, the <br />48-inch storm drain was eliminated from the construction contract. Also included with the <br />project was the incorporation of PG&E's joint trench design which consisted of the installation <br />of underground conduits for the future undergrounding of overhead utilities on First Street and <br />Kottinger Drive as part of the Rule 20A Underground Utility District, recently formed in the <br />area. <br /> <br /> Phase one improvements completed in 2002 at Kottinger Drive and First Street included initial <br /> pavement improvements and a traffic signal at the intersection of Kottinger Drive and First <br /> Street. <br /> <br /> SR:05:226 <br /> Page 2 of 4 <br /> <br /> <br />
